Catastrophic plans are ACA health insurance designed mainly to protect against high medical costs, but enrollment is limited to people under 30 or people who qualify for a hardship or affordability exemption.

Who can buy a Catastrophic plan

HealthCare.gov says people under 30 may enroll when a Catastrophic plan is available. People 30 and older generally need a hardship or affordability exemption and an Exemption Certificate Number before enrollment.

Employment status alone does not create a hardship exemption. The Marketplace reviews the application against its current rules.

What to compare before choosing one

Catastrophic can be attractive when monthly premium is the priority, but compare it against Bronze using the whole year.

  • Prescription coverage and provider network
  • Expected routine care before the deductible
  • Whether the plan works with an HSA and fits your contribution plan
